JOSEPH "JOE" MENGONI
VILLAGE PRESIDENT
Joe is a 20 year plus resident of North Riverside and has served as Trustee on the Village Board for the past eight years. Prior to that Joe served as a member of the North Riverside Library Board. As Village Trustee, Joe has been Chairman of the Police and Fire Committee and also Chairman of the Finance Committee. Joe has worked closely with the administration to develop annual budgets, monthly financial reviews and annual financial audits. Joe chairs the newly created Development Committee responsible for setting a strategic plan for the future economic health of our town.
Joe holds a bachelor’s degree in Business Administration and has a sound understanding of the financial operations of the Village.
Joe is currently the acting President / Executive Director for UCP Seguin of Greater Chicago. UCP Segun assists children and adults with disabilities to live and work as full members of their community. Joe has been instrumental in directly overseeing the growth of our adult residential programs raising revenues from approximately $12 million annually to $25 million. He has helped over 100 adults and their families secure community housing. Joe has worked closely with State officials and local foundations to secure grant funding for the operations of their services. Working in non-profit is very similar to municipal government and the recording and reporting functions are along the same lines.
His professional skills, and the ability to work cooperatively with our state and regional partners, will help Joe lead our Village as Mayor. Among Joe’s ambitious plans for North Riverside is a dedication to public health and safety and a commitment to ensuring our law enforcement and first responders have the resources they need. Joe will also reenergize our economic development efforts, including attracting quality, sustainable tenants for the North Riverside Mall. Joe has the skills and experience to negotiate with State and County agencies to secure grants and other funds to make the critical improvements outlined in our strategic plan.
Of great importance, as resident, Joe would like to see the pride restored to North Riverside, making our community a safe, family-friendly place and a great village to live, work ,play, shop and raise a family.

KATHY RANIERI
VILLAGE CLERK
Kathy Ranieri is a long-time resident of North Riverside. Kathy and husband Vince are the proud parents of four children, Nico, Alivia, Michael and Nadia.
She currently serves as Village Clerk and during her tenure has modernized the Office, making better use of technology and improving communication with our residents.
As a small business owner, she has applied her professional experience and strong communication skills towards fulfilling the goals of our community. As a sole proprietor, she is highly organized with the ability to handle multiple projects that has served the Clerk’s Office well.
By working with the Cook County Clerk’s Office, Kathy secured a safer voting location by moving it from Komarek School to Mater Christi Parish. She developed a program and secured resources to help residents during the pandemic by providing free masks. The Clerk created a Facebook page, Neighbors Helping Neighbors, to connect those who need services with those who were willing to volunteer to provide them.
Kathy’s extensive community service exemplifies the caring nature of North Riverside. She has served as Komarek School PTA President and Secretary, member of North Riverside’s 75th Anniversary Committee, an RBHS Booster Member, North Riverside Little League Board Member, Neighborhood Services Block Captain and Mater Christi Eucharistic Minister. Kathy has produced multiple fundraisers including Dreams For Danielle and Christmas For A Cause.
Moving forward, Kathy looks forward to creating a committee to focus on the beautification of our village. Kathy will also build on the successful Neighbors Helping Neighbors program to expand services for residents in need.

JASON BIANCO
VILLAGE TRUSTEE
Jason Bianco is a long-time North Riverside resident and has been part of the fabric of our Village for over a decade.
Jason graduated from Nazareth Academy and went on to receive his bachelor’s from Dominican University. Shortly after studying abroad, he entered the financial field. He is a Seat Member at the Chicago Mercantile Exchange and a Financial Options Broker for over 20 years. His financial acumen has helped the Village with conservative budgeting and disciplined spending.
Jason Bianco believes in the value of public service and served as Village Trustee, from 2013 until 2019. Following that, he was appointed to Chair the Citizens Advisory Committee on Economic Development. Thoughtful, sustainable, economic development will bring jobs and investment to North Riverside and expand our tax base, lessening the tax burden on our residents.
Throughout his life, Jason has volunteered, donated and raised thousands of dollars for several organizations within North Riverside and surrounding areas. He has been an active participant and member with many groups including: Neighborhood Block Captain, North Riverside Planning Commission, Library Foundation, Mater Christi, Cancer Walk, Christmas for a Cause, North Riverside Garden Club and the Holy Name Society.
He listens, communicates and understands the many voices and ideas from our diverse community. The future of our Village is better served when all voices are included and respectfully heard.

FERNANDO FLORES
VILLAGE TRUSTEE
Fernando Flores has served as a Village Trustee since 2017 and has called North Riverside home for over 20 years. Fernando is a retired electrical engineer for ComEd and is currently a contractor/ consultant for the MZI Group. Fernando prides himself on being a proud husband, father and friend. He and his wife, Josie, have raised their three children here: Giselle, Brianna and Alexia, and all of which have attended Komarek and Riverside Brookfield High School.
Fernando has served on a variety of committees during his time as a Village Trustee including in the role of Police and Fire Chairperson. In addition, Fernando’s work experience and his in-depth knowledge of construction issues have helped guide the Village in prioritizing, analyzing and evaluating our infrastructure needs. Fernando is committed to keeping our streets, sidewalks, curbs and sewers in good condition. This type of infrastructure knowledge will help keep our home values high and to attract business and investment to our Village.
Outside of his role as a Village Trustee, Fernando is active in Mater Christi Church and is currently the Treasurer for the Holy Name Society. He also serves on the Church’s Board of Finance Committee. Fernando believes in giving back to the community and has led the parish to increased engagement with the residents.
During his next term, Fernando would like to help move North Riverside forward after the pandemic. His goals include uniting the community and furthering outreach to all residents and businesses. His strong communication skills in both English and Spanish will be essential to achieving his goals.
He looks forward to being re-elected to continue to serve the community he loves.

THERESA "TERRI" SARRO
VILLAGE TRUSTEE
Elected as a Village Trustee in 2017, Terri Sarro is a 28 year resident of North Riverside and has been actively involved in the community both before and during her time in office. Before her time in office, Terri was active and chaired various committees at Komarek School, assisted with North Riverside Little League, and organized Dreams for Daniele. She currently is an Accounts Receivable Specialist for Parathon Recovery Services and holds both a Bachelor’s degree in Marketing and a Master’s in Business Administration. Terri and her husband Al are the parents of three children, Dominic, Alyssa, and Anthony, and they are proud to call North Riverside their home.

Terri currently chairs the Administrative Committee and has used her extensive business experience to guide the operations and finances of the Village. During her time in office, Terri has been responsible for improving the Village’s finances, ordinances & judiciary, health & appropriations, and licenses.

Terri is fully committed to transparency and accountability in government. She listens carefully to resident concerns and brings forth issues for discussion and resolution. Terri has enhanced the Village’s communication and outreach and has increased the use of social media platforms to ensure all residents are valued and heard.

Outside of elected office, Terri has maintained an active presence in the community. She has developed a new Facebook group: Neighbors Helping Neighbors. The group has over 400 members who are assisting residents during the pandemic on a variety of needs, which includes senior groceries. In addition, Terri has co-chaired Christmas for a Cause for six years which provides meals, gifts, and gift cards for North Riverside families in need. She looks forward to continuing her involvement with these causes.

Terri Sarro is committed to working with everyone in our Village to recover from the economic and social repercussions of the pandemic. During the next few years, Terri’s goals include continuing to improve the quality of Village services, make needed infrastructure improvements, and foster economic development while ensuring safety for our businesses and residents.
